BIM Technology Revolutionizes Estonian Zoning Plans with Innovative Proof-of-Concept Solution

Earlier this summer, Future Insight, in collaboration with the Estonian Ministry of Climate, Ministry of Regional Affairs and Agriculture, and the City of Tallinn, successfully completed an ambitious project aimed at transforming spatial planning processes. At a closing event held at the Ministry of Climate in Estonia, we demonstrated our Proof-of-Concept (POC) solution that automatically checks whether 3D detailed plans comply with overarching master plans. This project marks a significant milestone in the adoption of Building Information Modeling (BIM) technology for spatial planning in Estonia.


Project objectives

The primary objective of the project was to conduct a systematic and effective detailed analysis of the spatial planning process involving key industry stakeholders. The analysis was designed to assess market readiness and identify necessary changes at both the national and local government levels to adopt information model-based planning, particularly for detailed zoning planning. The scope of the work covered two types of plans:

1. Detailed plans – focused on specific areas and developments.

2. Master plans – overarching plans that guide larger, long-term regional development.


The goal was to ensure that the transition to information model-based planning could be streamlined and adapted to local and national governance structures, ultimately improving the efficiency and accuracy of spatial planning.


Exploring open data formats:

A secondary objective was to analyze the usability of international open data formats within the context of planning information models. By exploring these formats, the project aimed to enhance compatibility and interoperability across different systems and stakeholders.


Prototype development and future applications:

Based on the findings from the detailed analysis, the project resulted in the development of a prototype solution that allows for 3D visualization and automatic checking of planning information models. The prototype offers the following key functionalities:


  • Automatic Checks for Detailed Planning: The system automatically verifies whether a detailed plan aligns with the requirements of the enforced comprehensive plan during the planning procedure process.

  • BIM-based Building Permit Procedure: The solution also facilitates the automatic verification of BIM-based construction projects against the detailed planning information model, streamlining the building permit process.
